Article X of the CCMD By-laws authorizes the Board of Directors to appoint an Architectural Review Board, a Nominating Committee "and other committees as deemed appropriate in carrying out its purpose." At this time the Board has established these additional standing committees: Financial, Community Activities, Grounds, Security, and Fines. Ad hoc and other committees may be appointed from time to time as needs of the Association require.
The size of committees will be determined by the chairpersons, with the exception of the ARB, which is limited to five voting members by the Declaration of Restrictions. However, the Board recommends that committees normally seek to have at least seven members to allow for training, unexpected turnover and absence of members at specific meetings.
With the exception of the Architectural Review Board, the general purpose of the committees is to advise the Board of Directors concerning matters under the committees' jurisdiction. There are exceptions to this general rule. For example, The Communications Committee publishes the newsletter and neighborhood directory, among other responsibilities, and the Community Activities Committee sponsors blood drives and community events such as a golf tournament and a night at the IceHouse Theatre. On the other hand, examples where the committees are advisory are budget recommendations (Finance), security contractors (Security Committee), selection of grounds and ponds maintenance contractors (Grounds Committee). In some cases even the ARB may be advisory: recommending changes to the documents, for example.
There will be instances where the Board refers matters to a committee that may not be a part of its specific charter.
As stated in Article I of the Declaration of Restrictions for the Country Club of Mount Dora, the ARB is "created for the purpose of establishing and enforcing criteria for the construction of Improvements within the Property." Article IX further describes the composition, powers and duties of the ARB. Essentially, it authorizes the ARB to control all exterior modifications to homes and to grant variances on a case-by-case basis. It may promulgate standards and establish procedures by which homeowners can have their proposals considered.
The function of the Communications Committee, reporting to the Board of Directors, shall be to enhance communication with and among residents and members of the Association. The Committee will be responsible for publishing Happenings, operating the HOA website, publishing the Neighborhood Directory, sponsoring a Welcome Committee and maintaining the Coming Events sign. In addition, other functions compatible with this charter may be assigned from time to time.
The Finance Committee shall advise the Board on financial matters of the HOA. Specifically, the Committee shall:
The Grounds Committee shall have responsibility for oversight of the maintenance and improvement of all common areas owned and/or maintained by the HOA, including landscaped areas and ponds, and shall advise the Board on matters relating to the HOA's responsibility for arranging landscape maintenance services for those neighborhoods where such service is provided by the HOA. Specifically, the Committee shall:
The Community Activities Committee has responsibility for those activities that tend to enhance the quality of life in the community by improving communications, providing recreation and providing opportunities for improving both the immediate and outside community. The Committee will sponsor the community newsletter, community directory, welcoming committee, blood drives and functions that contribute to the esprit of the community (e.g., golf cart parades and golf tournaments).
The Security Committee is an advisory and informational Committee for the residents of the Country Club of Mount Dora (CCMD), which includes the Neighborhood Watch Program. The Committee is liaison with the Property Manager and local Public Safety officials to assist in common area, residence and transportation safety issues. The Committee also has oversight and monitors the Patrol Contractor for the CCMD. The Committee works within the budgetary allowance of the CCMD to efficiently and effectively achieve the above listed functions.
In accordance with Article XIV of the HOA By-Laws, the Nominating Committee will be appointed by the Board of Directors prior to each annual meeting of the members, to serve from the close of such annual meeting until the close of the next annual meeting. The Committee will consist of a Chairman (who must be a member of the Board of Directors) and two or more members of the Association. The Nominating Committee shall make as many nominations for election to the Board of Directors as it desires, but not less than the number of vacancies to be filled. (Nominations for the Board may also be made from the floor at the annual meeting.)
The mission of the DRC shall be (1) make recommendations to the Board that will bring the governing documents (The Declaration of Restrictions, the Articles of Incorporation, and the By-Laws) into compliance with Florida Statutes 617 for Not-For-Profit Corporations and 720 for Homeowners Associations; (2) make recommendations to the Board for amending the documents for clarity or changes to current policy; and (3) streamline the Declaration of Restrictions to make the document more user-oriented.
